PEI PNP at a glance
6 worker streams
Skilled Worker, Critical Worker, International Graduate, Intermediate Experience, Occupations in Demand and PEI Express Entry. There is also a Business Work Permit stream for entrepreneurs.
CLB 4 to apply
Most streams need a language test with at least CLB 4 (or NCLC 4). Skilled Worker applicants can use an employer-signed PEIW-02 form instead.
+600 CRS with Express Entry
A PEI Express Entry nomination adds 600 points to your Express Entry profile. PEI prioritizes candidates who work and live in PEI.
1,483 invitations in 2026
Labour and Express Entry invitations in 11 draws, from January 15 to October 16, 2026. PEI invited no business candidates in 2026.
Language tests and EOI points
PEI accepts results from IRCC-approved testing institutions. Results are valid for 2 years after the test date. Your lowest ability is your CLB: for example, 7 in reading, writing and speaking but 5 in listening gives CLB 5. In the labour streams, CLB 9 or higher earns 20 points, CLB 8 17, CLB 7 15, CLB 6 10 and CLB 5 5. In PEI Express Entry, CLB 7 is the lowest level that earns points (10).

Changes to know
- PEI is prioritizing workers in higher-demand sectors such as health care, trades and manufacturing. People who work in sales and service may not receive an invitation at this time.
- PEI issued 0 Business Work Permit Entrepreneur invitations in all 11 draws of 2026 (to October 16, 2026).
- For PEI Express Entry, if you hold a post-graduation work permit from a school outside PEI, or a spousal open work permit based on your spouse's study permit from a school outside PEI, you need 9 months of continuous work with the PEI employer supporting your application and at least 4 months remaining on your work permit when you submit your Expression of Interest. PEI may also limit invitations in some occupations for these applicants.
How to apply (worker streams)
Check your stream
Read the PEI Workforce Application Guide and check that you meet one stream's requirements. For PEI Express Entry, you need a federal Express Entry profile first.
Create an Expression of Interest
Creating an EOI profile is free. It stays active for 6 months, and you can have only one active profile.
Wait for a draw
PEI held 11 draws in 2026 up to October 16. If invited, you have up to 30 days to complete the online application form.
Apply and pay
Pay the non-refundable $300 fee when you submit. Within 5 business days, you get a secure link to upload your documents as one PDF. Your employer completes the PEIW-02 Job Offer Form.
Apply for permanent residence
After nomination, apply to IRCC within 6 months. Express Entry nominees accept the nomination in their IRCC account and get 600 points. IRCC makes the final decision.

The PEI PNP overview page could not be loaded because the site blocked automated access, so the stream list comes from the PEI Workforce Application Guide (January 2026). The Business Impact guide is dated February 2025. Check the official pages before you apply, because streams and draws change often.

PEI PNP EOI points calculator
Estimate your Expression of Interest score for the PEI labour streams and PEI Express Entry. Each stream is scored out of 100 points, and PEI invites candidates in draws.
Choose an answer for every visible question to see your estimated score.
Based on Appendix A and B of the PEI Workforce Application Guide (princeedwardisland.ca, January 2026). Your lowest of the 4 abilities is your CLB. In the labour streams, English and French points are added, to a maximum of 20. The Express Entry grid does not say whether two languages are added or only the higher one counts, so the calculator shows both possible totals as a range. In PEI Express Entry, a diploma earns points only if it is in a specific trade and took at least 2 years of full-time study. Each area is capped at its maximum. PEI can change the points at any time, and your official score is the one PEI assigns.
Reach your PEI CLB level with CELPIP
Most PEI worker streams need CLB 4, but EOI language points start at CLB 5, and the full 20 points need CLB 9. CELPIP levels match CLB levels one to one.
- CELPIP 4 = CLB 4
- CELPIP 5 = CLB 5
- CELPIP 6 = CLB 6
- CELPIP 7 = CLB 7
- CELPIP 8 = CLB 8
- CELPIP 9 = CLB 9
- CELPIP 10 = CLB 10

PEI PNP questions
What English level does the PEI PNP need?
Most streams need a language test with at least CLB 4 (or NCLC 4). Your lowest ability counts. Skilled Worker applicants, and International Graduates in TEER 0–3 jobs, can use an employer-signed PEIW-02 form instead. EOI language points start at CLB 5 in the labour streams and at CLB 7 in PEI Express Entry.
Does a PEI nomination add 600 CRS points?
Only through PEI Express Entry. You accept the nomination in your IRCC account and get 600 points. The 5 labour streams are not Express Entry streams: after nomination, you apply to IRCC for permanent residence within 6 months.
Do I need a job offer for the PEI PNP?
All 5 labour streams need a full-time, non-seasonal job offer from a PEI employer. PEI Express Entry does not require one, but PEI prioritizes candidates who work and live in PEI with an eligible PEI employer.
How much does it cost?
Creating an EOI profile is free. If invited, the worker application fee is $300 and is non-refundable. The Business Work Permit stream application fee is $10,000.
How are EOIs ranked?
PEI scores each EOI out of 100 points in six areas: age, language, education, work experience, employment and adaptability. Your lowest language ability counts. PEI also selects by sector and currently prioritizes health care, trades, manufacturing and other sectors with labour shortages.
How many invitations has PEI issued in 2026?
1,483 labour and Express Entry invitations in 11 draws, from January 15 to October 16, 2026. PEI issued no business invitations in 2026. The pages we checked do not state PEI's 2026 nomination allocation.
