How to apply

How to apply with a job offer

  1. Your employer submits the job offer

The employer registers in the Employer Portal and submits the job offer. You get a job offer ID.

  2. Register an Expression of Interest

Register a free EOI within 30 calendar days of the job offer. It is valid for 12 months. Ontario scores it on factors such as occupation, wage, Ontario work experience, education, language and region.

  3. Get an invitation

Ontario invites the highest-ranking candidates, on a general or targeted basis.

  4. Apply in the e-Filing Portal

Your employer has 14 calendar days and you have 17 calendar days from the invitation. The fee is $1,500, or $2,000 if the job is in the Greater Toronto Area, and is not refunded.

  5. Get nominated, then apply for PR

Outside Express Entry, apply to IRCC within 6 months. With Express Entry, accept the nomination within 30 days to get 600 points, then apply within 60 days of an invitation.

Reach CLB 6 with CELPIP

Most Ontario Workforce Priority jobs need CLB 6 in all four abilities, and a higher CLB earns more EOI points (CLB 9 or higher = 15 points). CELPIP levels match CLB levels one to one.

  • CELPIP 5 = CLB 5

Ontario PNP questions

Which OINP streams are open?

Only the Ontario Workforce Priority stream. On June 25, 2026, Ontario closed its 8 earlier streams and the old Expression of Interest system. Applications submitted before then are still assessed under the rules that applied when they were submitted.

Do I need a job offer for the Ontario PNP?

Yes, for workers. Your employer must start by submitting a full-time, permanent job offer in the Employer Portal, and you then register an EOI within 30 calendar days. Self-employed physicians are the exception.

What English level does the Ontario PNP need?

CLB 6 in all four abilities for most TEER 0–3 jobs, CLB 5 for listed skilled trades, and CLB 4 for TEER 4–5 jobs. You do not need a test if you graduated from an eligible Ontario institution in the last 3 years with a 2-year diploma or degree, an Ontario College Graduate Certificate, a Master's or a PhD.

Can an Ontario nomination add 600 CRS points?

Yes, if you choose the Express Entry option, which is open to TEER 0–3 jobs and self-employed physicians. You have 30 calendar days to accept the nomination in your Express Entry profile, and then get 600 extra points.

How much does it cost to apply?

Registering an EOI is free. The application fee is $1,500, or $2,000 if the job offer is in the Greater Toronto Area. Ontario does not refund it if the application is unsuccessful.

How many people can Ontario nominate in 2026?

Ontario's 2026 allocation is 14,119 nominations. In 2025 it issued 10,750, after the federal government cut provincial nominee admissions by 50%.
