Changes to know

  • Since February 19, 2025, all NLPNP applications start with an EOI. The province invites candidates by its prioritization criteria, not by a lottery.
  • Since July 16, 2025, applicants who lived in another province or territory first need 12 consecutive months of full-time work in Newfoundland and Labrador, with some exceptions.
  • The time to submit an application after an invitation is temporarily 30 days instead of 60 (updated September 25, 2026).
How to apply

How to apply (worker categories)

  1. Get a job offer

Worker categories need a full-time job or job offer from an eligible employer in the province: at least 30 hours a week, for at least one year. EOIs without a job offer do not get an invitation.

  2. Submit an Expression of Interest

Submit an EOI in the Immigration Accelerator Portal. Most candidates need an invite code from their employer. An EOI stays in the pool for 12 months.

  3. Wait for an Invitation to Apply

The province reviews EOIs and sends Invitations to Apply in batches throughout the year. It gives priority to factors such as health jobs, rural jobs and ties to the province.

  4. Apply within 30 days

Submit your complete NLPNP application within 30 days (temporarily reduced from 60). The province does not extend invitations. There is no application fee.

  5. Get nominated and apply for permanent residence

A nomination certificate is valid for 6 months. Express Entry candidates add the nomination to their profile and get 600 points. Other candidates apply to IRCC for permanent residence outside Express Entry.

NLPNP Express Entry points calculator

Estimate your score on the NLPNP Point Assessment Grid for the Express Entry Skilled Worker category. You need at least 67 out of 100 points.

gov.nl.ca still links this grid, but the PDF dates from 2015 and uses old NOC terms. Its work experience section gives three different maximums (20, 15 and 22 points). We cap work experience at 20 points so that the total is 100. The province's current assessment may differ.

Conservative estimate based on the NLPNP Point Assessment Grid (gov.nl.ca, PDF), linked from the Express Entry Skilled Worker policy updated April 22, 2026. The grid does not say which language ability counts, so enter your lowest of the four; another interpretation may produce a different score. The grid gives no points below CLB 5. Invitations are based on priority criteria, not on this score. Your official score is the one the province assigns.

Newfoundland and Labrador PNP questions

What English level does the NLPNP need?

Skilled Worker needs CLB 4 in all four abilities for TEER 4 and 5 jobs, and International Graduate needs CLB 4 for in-demand TEER 4 jobs. For TEER 0–3 jobs in these categories, the province states no language minimum. Express Entry Skilled Worker uses your federal program's minimum. International Entrepreneur needs CLB 5 and International Graduate Entrepreneur needs CLB 7.

Does a Newfoundland and Labrador nomination add 600 CRS points?

Only through the Express Entry Skilled Worker category. You need an Express Entry profile, a full-time TEER 0–3 job offer and at least 67 points on the NLPNP grid. The nomination adds 600 points. The other categories are not Express Entry categories.

Do I need a job offer for the NLPNP?

Yes, for all three worker categories. EOIs without a job offer from an employer in the province do not get an invitation. The two entrepreneur categories do not need a job offer.

How much does it cost?

There is no application fee for the NLPNP. You still pay for your own documents, such as language tests and credential assessments, and the Government of Canada fees for permanent residence.

How does the province choose who to invite?

Not by a lottery. The province reviews EOIs and invites candidates in batches, based on priority criteria such as health jobs, rural jobs, underrepresented occupations, local graduates, Francophone candidates and ties to the province. The 67-point grid applies only to the Express Entry category.

How many nominations does Newfoundland and Labrador have in 2026?

The province has not published a 2026 figure. Its 2025 NLPNP allocation was 2,050 spaces (2,100 in 2024). In 2026, it sent NLPNP invitations in rounds from March 6 to October 9. It has no standard processing times.
